What is the proper way to format Western Digital Elements portable hard drive?

I just bought a 500gb WD Elements portable hard drive. I plugged it in via usb and nothing. I'm running a Sony Vaio with XP. I went to Disk Management and it shows the drive as Unallocated but as 232.88gb. So when I try add a new partition, the max size is 232.88gb when it's a 500gb hard drive. I'm not sure what to do. The properties on the drive shows: WD 2500BMV External USB Device

1. Thats a problem with your sony not the drive, if it portable format it on a friends computer.
